How NCC Plans to Forestall Future Inter-MNO Debt Disputes


…..As Glo, MTN Finally Achieve Amicable Settlement

In order to forestall future occurrence of interconnect debt dispute, like the one just resolved between GLO and MTN, the Nigerian Communications Commission says it will be requesting relevant records and regular updates from MNOs, as well as adopting a transparent approach towards industry indebtedness.

The Nigerian Communications Commission (NCC) disclosed this plan while announcing the successful, amicable resolution of the interconnect debt dispute between MTN Nigeria Communications Plc. (MTN) and Globacom Limited (Globacom).

It is noteworthy that the regulator’s announcement of resolution is coming two days after it’s 21 day window of grace expired.

“In accordance with the resolution, the disconnection approval granted to MTN for the disconnection of Globacom has now been withdrawn.”

This is a huge respite for millions of citizens as the disconnection would have led to much alienation and suffering.
It will be recalled that the Commission first announced on 8th of January,2024 that it will be embarking on a phased disconnection of the Glo network with effect from 18th January, 2024 due to its debt dispute with MTN. However a day before the scheduleddate of disconnection, the Commission announced that the two telcos in dispute had made good progress in resolving the issues between them. On the basis of this, the regulator granted a further 21-day breather which expired on the 7th of February, 2024.

“Following its initial Public Notice, the Commission with the aim of mitigating any potential disruptions to subscribers undertook further regulatory intervention, by mediating between the parties and facilitating the reconciliation process.

“The Commission reiterates that strict adherence to the terms and conditions of licenses, particularly those delineated in interconnection agreements, is imperative for all Mobile Network Operators (MNOs) and other licensees within the telecommunications industry.

The Commission restated it’s commitment to fostering a stable and compliant telecommunications ecosystem in Nigeria.
